stamp box normally dates 1904 to 1920s

picture shows the flood waters with men walking around a trolley that is being pulled through the water by two horses. A man on the trolley is holding the reigns in his hands. There is a man that has one hand on the horses mane, as if assuring the horse even though he has blinders on. Probably the horses where he is. There are two men in long coats wearing uniform hats that have some type of insignia on them, but am not sure what they represent. It also appears as some of the men are wearing gators and holding sticks or canes probably to make sure that the road surface is still there or possibly to help them along.
