Japan post card with Japanese symbols on the card.  

This silver back card has WELCOME - Issued by the Department of Communications in commemoration of the visit of the American Fleet Oct 1908 - with an American Ship in the rectangle in the center of the card.  Also has pink flowers / a large anchor  with rope spelling out AMERICAN FLEET

Printed by Tokyo Printing Co Ltd and there is a 4 SN pink stamp on the card but has no writing on the card
